resume from standby problem

I have got a strange problem. My old laptop, Dell 2650 was due a system
overhaul, it was still running the original OS when I bought it in 2001. So
I got a fresh copy of XP pro and a brandnew hard drive, and started from
scratch. Everything went just fine except one little problem. After I had
all updates install and all softweres and settings done the way I like and
was pretty much sure it was done, I simply folded the LCD sreen down to put
it into standby, just like what I have been doing for almost five years. The
problem is when I resume, the system speed goes into absolutely turtle style.
It is not dead, after I tried my best patience to find out, but very very
slow. In task manager, one single cycle consumes all CPU cycle, "system."
Usually it should be the "system idle time" that has 99% of CPU use, not the
"system." I have crawled all over the net and find not solutions. I have
also tried uninstalling suspecious programs such as Intel Application
Accelerator that might intervere, but got to nowhere. I have tried
disconnecting external mouse, battery, or just running on battery, etc, no
solution. So what might be the problem?
