Restrictions - Cannot open INTERNET OPTIONS on TOLLS tab

Help !! I try to click on the internet options tab but it keeps telling my that ' this action has been cancelled due to restrictions in place on this computer. Contact your administrator '
I haven't installed anything new and so can't understand why it won't let me view this tab

Can anyone assist me please ? My system is XP professional - IE

If you use Spybot S&D, open Spybot in Advanced mode and check the Immunize
settings. You may have placed this restriction inadvertently.

If not ... go to Dealing with Unwanted Spyware and Parasites:

Next (same page) check for parasites and other malware which may have caused
this.
