Restrictions - cannot change Internet options in IE6

I can no longer change internet options in IE6. A message
appears stating "restrictions" are in effect on this
computer - contact my administrator. I AM the
administrator. I've never seen this before. Did I
inadvertently modify a setting? What (and how) do I
change to fix this?
