Restricting users to local network

I want to restrict some users on our network to have internal email only. I
want to stop access to all other email and inefficient work. The server is a
Windows Server 2003. Is this possible?
 
Are you also intending to restrict them from sending email outside the
company?
This is what I assume you mean by internal email only.
 
Yes, that is possible but the solution wouldn't be on the Outlook side.
If you are running Exchange, then you can restrict access via setting
(group) permissions on the Send Connector.
Depending on the mail solution that you use, you might also be able to
restrict it via the firewall.

It's best that you continue this in a newsgroup for your mail server.

Do you use Exchange server? If so, you could do it using routing groups or transport rules.
