Outlook 2007 trust center

I work in a business in Portland Or., and the end-users here depend greatly
on Office to perform their daily tasks and operations. Asking them not to
use Office for anything is like asking them to have both of their legs, an
arm, and three fingers taken off. Becuase of this, the number of programs in
the Trust Center add-ins have exceeded the number of programs that can be
installed onto Outlook. I have asked if there are any restrictions on
Outlook or in Office in general in this matter with the network system admin,
both he and the person that handles our mailing server tells me no. This
tells me that the restriction is local on the user’s computer itself, which
means there is a setting on the local machine that restricts the number of
active programs that Outlook can use. I need to know if there is a way to up
that number on the local machine. I've tried looking it up myself, to no
availe. Please help.
