and browsing just to a few web sites?

I think what you're trying to achieve is something what Microsoft calls
a kiosk computer.

Microsoft provides a few scenarios in a free MSI-file:

- please notice that the Group Policy Management Console (GPMC) is a
requirement for using these scenarios. But if you are deploying a bunch
of policies, I'd recommend using the GPMC anyway.
