Restricting user rights...

Is there anyway to install Windows 2000 Professional on a
workstation so that ONLY the administrator login will
have the ability to install any applications?

Is this system in an AD domain? If so Group Policies is the best way. If it
is a stand alone system use local security policies and restrict NTFS
rights.
