Restricting User Interaction

Is it possible to write a program to restrict the user from accessing some
programs and disabling some keyboard keys? If so, can you give a rough guide?
 
Keyboard keys:
May a global shortcut. You'll need to do message trapping.

Programs:
Well, if it's not NTFS anybody can access it.
