restricting usage

Does XP Prof have anything built in that could restrict the amount of time
or the hour of the day that my kids spend on the computer?

Not looking for lectures about parenting skills etc. Just if there is a
feature and how I gain access to it - in layman terms.

No, nothing native to WinXP, you need third-party software for that.
