Restricting Specific User Accounts

I've been running windows XP for quite some time now and
my little brother keeps downloading things from the
internet that he shouldn't be. I was just wondering if
WinXP has a way to restrict his user account from being
able to download things but not mess with any of the other
permissions his account has...

I would really appreciate any help offered.

Give him a limited user account, > Start > Control Panel > User Accounts.

That's the whole thing, while using a limited account he
wasn't able to use certain applications such as PSP7 and
wasn't able to use a few others. I do not want that type of
affect.. I just want to make it so that his account is not
able to download things from the internet.

User Accounts.

If you have XP Pro, you can set this up with the Group Policy Editor
(gpedit.msc). This is not available on XP Home, but you can try MVP
Doug Knox's Windows Security Console app. Get it from
http://www.dougknox.com. Click on XP Utilities and from there, click on
the XP Security Console.

PSP7 works for me under limited user.
You'll not be able to restrict an user without turning him to a Limited
User.

On my home computer, _everybody_ is Limited User. NO malware caught since
Win2K is out.
Sometimes I only need to adjust permissions on a particular program
directory. Some programs I just dump, such as ICQ. If the programmers don't
know how to follow the guidelines, why should I trust their programs?
