XP pro or home? I ask because you can set file permissions to allow or deny
access to file, folders, or programs, but it's setup different in each one.

Open explorer: tools, folder options, view tab, uncheck: use simple file
sharing. Ok out.
Right click on the file or folder you want to set access for and choose
properties, security tab, set access to allow or deny to specific users as
you like. Be careful, do not deny yourself or deny everyone cause you'll
lock yourself out. Add specific users, then deny them specifically.

First you must be using an NTFS disk (which you probably are)
Then go to Control Panel - Folder Options - View, and uncheck 'Use
Simple File Sharing'. Security tabs will now be available

You did not follow my instructions correctly. You have to uncheck use simple
file sharing. Please re-read the instructions I provided and try again.
