restricting internet usage

I've just connected my pc to the internet through a cable modem connected directly to my nic card. Now what I'm trying to do is restrict the internet usage for one of the profiles on my same computer (namely the one of my younger brother), I also would like to try and block sites, without recurring to 3rd party programs
 
Two things, one please make sure you have a firewall between your computer and the cable modem. If you don't know, be safe and search this newsgroup or just go to http://www.uant.net/firewall/zonealarmguide.html (cut and paste in address bar) and install the firewall.

Second, I was wondering what version of windows you are running?
 
The best and easiest way would be to use some third party software, like net
nanny, and set it up the way you like. It can lock internet down and block
sites, as well as monitor activity.
There are other harder ways, like editing the hosts file or using a hardware
firewall/router to block sites or lock down internet, but I'd just go with a
program that does it all for you.
