Restricting Internet Access by Account

Hello,

I am working in Windows XP using an IE browser. I know how to create a
restricted user account (i.e. less privledges than administrator) but does
anyone know if it is possible to restrict internet access either by closing
ports or on a scheduled basis for a restricted user account? On a related
note, is it possible to create two restricted user accounts with different
internet access privledges on the same PC?
