Account Restriction

This is a business machine in a store. Cable Internet access. The POS is on
this machine and every employee must have access to it to make a sale. Is
there a way to restrict Internet Access on an account with Admin rights? Can
just the Internet access be restricted on any account? Seems there is too
much playing on the Internet by the employees.

Use a local policy to set a proxy server of 10.10.10.1 for all addresses and
remove access to all property pages in IE. This can be done at the user
level or computer level.

Won't that cut off the Internet to everyone? Should I create accounts for
each employee and set local policy for the ones I don't want to have Internet
access or is there a way to leave just the one account and restrict access?

If the account is created already, log in under them. Open the Local
Security Policy using runas or if the user has priviledge their user will
work. Then restrict the access to the user under user configuration. That
way it will only write the policy under HKCU when the policy refreshes.

I'm not really sure how to do that. Could you be more specific? I don't see
access to Internet Explorer in Local Security Policy.
