Restricting "guest" from control panel & display properties

Is there a simple way to restrict the "guest" user from
changing anything in the display properties? I have
attempted to use Group Policies, but have not been
succesful.

Additional notes: We use a Novell 5.1 server for network
log-in, we have Win2K servers, but are not using Active
Directory since we are using Novell. Our Win2K servers
are application servers only, clients do not log-in to
these servers to access the applications.
 
They can change the desktop, screensaver, and download
graphics from the internet to paste on the desktop.
