Restricted url's in e-mail in Outlook 2003

I cannot access url's in my Outlook 2003 e-mail. Says it is restricted and
to see my administrator. I am the administrator on this stand alone home pc.
Any ideas on how to configure this?

Tools, Options, Security, Change auto downlaod settings, uncheck 'Do not
download.....' Be sure your antivirus is up to date and active. Leave 'warn
me...' checked.
