Restricted Kiosk login???

I want to create a Profile for specific users using a specific computers.
When this user logs into the PC he/she can only see the Internt Explorer.
This is a W2K3 Domain with WinXPPRO clients.

I dont want this user to have access to ANYTHING other than to open Internet
Explorer. I want to eliminate the RUN, CMD, etc. command.

Please can someone reply with some directions or pointers?
