Restricted from running IE con wizard

Starting to get the following message when a user logs on
to networked system: "you are retricted from running the
internet connection wizard".
Just started getting this on some systems, user can log on
to other systems in the same domain with the same OU's and
GPO.
Any ideas on how to resolve this?
