Restricted access clicking on links in email messages

I use Outlook XP. Since today when I click on a URL
(link) on an email message to open a web page, a message
appears stating: The operation has been cancelled due to
restrictions in effect on this computer. Please contact
your computer administrator. This is my PC; I'm the only
one who uses it. Lately I haven't changed any of the IE
settings. Can anyone help?

I am have the same problem, I can't open any links from any microsoft office programs, and some of the other software programs that need to access the internet to download updates are not able to access the internet.
I don't know what is causing this. I have internet access, and I have no problem with Internet Explorer. I used to have Firefox which I deleted and since then I've been having this problem.
I could use any help I can get.
