restrict users from changing sound volume level

How can I restrict users from changing the sound volume level?
Our security department has setup audio alarm notices on some of their
computers, but if the users lower or mute the volume they can not hear the
alarms.

Send out a memo:

"Dear staff. It has come to my attention that some employees are
changing the sound level on their desktops. Please note that it will
take about a week for me to fix your desktop, and in the meantime, you
will have to use somebody else's PC and your work will still be due in
time. Thank you for your attention."
