Restrict User Account Access with XP PRO

Just wondering if anyone knows a way to restrict access to the internet on a
per user account basis on my xp pro sp2 machine. I want to keep my kids from
doing anything on the internet but i want to have an account so when i need
that machine i can use the internet from a different account. Id like to do
it without using any third party software if possible. thanks for your ideas

just create a user account for each child and disable the network adapter for
them. you can create a hardware profile as well for each user
