Restrict Administrator Account

I am looking for help. Is there any way to restrict the
number of Administrator Accounts in MS XP Home Edition?
I'd like to prevent anyone else who sets up an account to
establish themselves as an Adminsitrator. The only option
would be Limited.
In a home environment, this is more of a need and desire.

The only way to do this is to keep control of all
admin accounts to yourself.
However, part of your post does not make sense,
as they must be admin to define new accounts or
change whether an account is or is not an admin,
but you are concerned that they should not be able
to make their account an admin - which they could
not do unless they already were an admin.
