restoring user accounts

A "help" desk, in order to "help" my 12 year old, told
him to delete the user accounts on our pc. Now we cannot
access all the software that was allocated to those user
accounts. Is there a way to access them again?

What happens when you try, and are you logged on with the administrator
account (or an equivalent)?

I think in the future said 12-year-old needs to ask you before calling for
tech support - or mebbe needs his/her own PC to play on, with no admin
rights....
