Restoring user accounts from a now non-existant domain

A system that use to be connected to a domain of a LAN had user accounts. Now
the domain is non existant, the user accounts and their files and settings
are still on the PC (it can be viewed through documents & settings). What is
the best way to restore these user accounts (now that the PC is not on a
domain) ?
