Restoring original (default) setting of Task Manager(programmatically).

Win XP Home ed.
Need find way to restore (to enable) Task Manager, which is disabled. This
is because some third party admin apps has disabled Task Manager. Win Home
ed. have no Policy Editor, so I can no use it, but anyway, the 'Run' command
line is disabled by this application.
The only way is programmatically restore(to enable) Task Manager.
Is there some code snippet, pure API calls which can solve this?

Its not due virus, it because admin application just config Windows
such way.
I need program which can enable Task Manager.

Microsoft-MVP.Kindly follow my earlier post.There I mentioned to run a
VB edit.Also advised you to do some reading which has been mentioned in
that site.
I told you to run the antivirus just to make sure that it's not due to
that issue.

Virus and admin program do exactly the same thing so fix is exactly the same.

I know exactly that is due restrictions that sets by admin program -not
sure is this Policy or something of this kind, just to restrict access
to Task Manager.
Win XP Home.
What is difference between method in line 113 and 51?
Enable the Task Manager (Line 113) - this is for Win XP Pro which have
a policy setting?.
Enable the Task Manager (Line 51) -this is for Win XP home?
