Bet the answer you're looking for is in here:
http://www.symantec.com/techsupp/home_homeoffice/products/ghost/ghost_9/manuals.html
The predecessor to Ghost 9 was Powerquest Driveimage 7.0 version. In that
version, and many other imaging softwares doing restoration, you could not
restore the OS partition using it in the windows environment. You have to
boot from boot media containing the imaging software, select the image file
to restore, remove the OS partition, restore the image, all within the
booted imaging software environment. You can, however, restore a non-OS
resident partition with the imaging software in the windows environment.
The only exception I can think of is if a 3rd party app is installed in that
partition and that application is opened.

Thanks for your reply. Norton Ghost 9 CD has a built in capability to
boot computer into a recovery environment.
I have a drive backup image already created, but was not sure if I could
restore the drive without the OP on it. Thanks again.
