Restoring Balloon Notifications

I downloaded Microsoft Time Zone which is very useful to avoid waking people
when they are supposed to be sleeping!!!
However, upon intsalling I get the message that I need to restore balloon
notifications. I never disabled this so I don't know how to restore it. Can
someone please help? Thank you !!!

Install TweakUI.

TweakUI > Taskbar and Startmenu > Enable balloon tips > tick > Apply.
