System notification (?)

Notification

The sound normally associated with this is Windows XP Balloon.wav. I've
turned off those annoying balloons with Tweak but I'm still getting the
little "plop" sound from time to time. The sound is accompanied by very
brief movement at the left of the system tray. I've scoured my system for
viruses and spyware and it's clean. Changing the "System Notification" sound
to "None" gets rid of the annoying sound, but what am I being notified
about?

What does "System Notification" do?

(Note: I recently did a completely fresh installation of WinXP Home after
replacing a frazzled motherboard.)

The sound is probably coming from a program you've installed, not
Windows. Some sort of popup blocker or security program perhaps? See
what is running in the background and then look in the various
programs' options for sound effects.
