Restarting

When I restart my computer Internet Explorer opens a blank web page and the
only way to close it is throught the task manager
 
Hi,

Have you examined the startup programs with either msconfig or Windows
Defender? Chances are fairly strong that the problem originates in some
software loading at boot.
