restarting

I am having a problem recently with restarting my computer. When I log out of
Windows and click restart, it just hangs at the blue screen "HP Direct" and
Windows won't load. Usually, I have to turn off the power strip to shut down.
I don't have the problem when I do a shutdown although it appears to be slow
when starting up. Can someone help me?

Thank you, but that site dealt mostly with shutdown issues. My problem is
restarting.
