restarting instead of shutting down

I am having a problem after removing a programme that had
downloaded itself onto my desktop. I am not sure if the
problem is connected to the download or if I deleted
something important in my attempts to get rid of the
files. Windows XP is restarting even if you click on
the 'turn off' button and the 'standby' button is not
available at all. If I turn off the auto shut down on
system failure I get a message as follows;

A problem has been detected and windows has been shut down
to prevent damage to your computer....

The error log is showing the following message;

Please can anyone help?!?!?!
