restart on shutdown

Hi Can anyone help with my proble?
Running on Win XP MCE the machine restarts on shutdown.
Have tried: re-installing windows and problem still occurs with just windows
installed.
I have downloaded and istalled the latest BIOS
I have turned off the automatic restart on error in Windows
I have also turned off the ACPI in the bios.

The machine is a new shuttle with a P4 processor and maxtor SATA drive and
ATI X1600 pro graphics card.
Any help much appreciated,
