Restart does not work

When I try to use the 'restart' to reboot it does not come back on. I have to
use the power button to turn off my system and then reboot by turning it on
that way also. Why can I only 'start up' from the power button?
Since I'm having so much trouble with my Outlook Express and have to
'restart' to change identies (that's another story) the 'restart' feature,
instead of having to
'shut down' would be very helpful.
Any ideas or help would be appreciated.

Have you checked your power management scheme in Control Panel > Power
Options? Try setting it to Home/Office Desk if it's not already.

Some programs, such as Roxio Easy CD Creator and some versions of Norton
Antivirus have also been known to cause restart problems. If you use
Norton, have a read of this article:

P.S. For your OE problem, have you tried logging off and on again rather
than having to restart?

Thanks for the reply. No I have never tried logging off. Since I'm the only
user of this computer it never entered my mind. I don't think I've used that
feature in the 18 years I've been computting. I thank you for that suggestion
and will give it a try. I did just check the power setting on my system and
it is set to Home/Office. Since I have to reboot again now because of the
major inconvenience Outlook Express is causing me I will try by logging off.
I'll post here with the results of trying that. Thanks again.
