Resources scheduled without permissions

Has anyone else had issues with resources been scheduled
in meetings as "Required" or "Optional" without throwing
up any permissions errors? We have meeting rooms that
are available to only one department of our operation,
and can only be added as resources by their department,
but can be added as attendees without the meeting room
throwing up any errors. Is there a way to make resources
reject requests with attendeee status?

This is by design because anyone can invite another recipient to a meeting
as a "required" or "optional" attendee because the meeting request will be
sent to the inbox of the requestee and that person/resource has to accept
the meeting prior. This is a pain because you have to teach users to invite
resources as a resource which is a manual process. If you want to prevent
this from happening, you will need to restrict them from having the ability
to send email to the resource mailbox. To do this, open the resource in
ADUC, click Exchange General, then Delivery Restrictions. Once this is
configured, the next time they try to "invite" the resources rather then
"directly book" the resource they will get an NDR that says they do not have
permission to send to this user.
