Resolve Contacts - Outlook 98

We are using Outlook 98. Despite checking the obvious
locations, a contacts are not resolving properly no matter
what machine the user logs into. If another user logs
into any of those machines, their contacts to resolve.
Any advice? Thank you.
 
define 'properly'. Does the user in question have more than one contacts
folder?
