Resize option is gone

A friend called me about this. When she uses "Send To" and "Mail
Recipient" the option to resize the picture does not come up. It just goes
into Outlook Express full size to be sent. It works OK on mine so I did a
screen capture of mine so I could show what it is that's missing.....

How do I get it back for her?
