Resize Group Header

Why I can't resize the group header? I try and try and it isn't alowing me to
do it

Are you trying to make it bigger or smaller?

I try to change the height and any time I do it, it changes back to the
height is there.
I don't know why.
Greatly appreciated
 
I found what was the problem ( I am just working on file I have't created)
The problem caused the line below, so I found the line, moved it up and I
was able to change the height of the header
