Reset button problem

When I press the Reset button on computer case, actually the system is not
rebooting
but enter a black screen state, and halt
I have to turn off the power and then turn on,
anybody know why is that?

Check your power option settings in control panel and see what the reset
button is set to do. Also, check your BIOS settings for what the reset/power
button is set to do. Is this the OEM motherboard, or one you installed? If
you installed it, are you sure the wires from the button are plugged onto
the right pins on the MB? Are there any error messages when it halts? What
type of system is it- brand, hardware, OS, etc.?
