REQ::>>>>Help with XP HOME non booting 523N Hewlett Packard

My son-in-law dropped off his HP 523N in my lap in the hope I could
fix it for him.

Error at start-up says it is missing "hal.dll" from windows\system32
folder.

I cannot since I have no XP home strart-up disk/floppy as I have XP
PRO on all my machines.

Maybe someone could point me at one or give me instruction on how to
get command prompt on machine in need of ol' hal.dll................
