I'll try again, perhaps a guru will answer my question:

After replacing a SATA HD (non raid config) with a new one,
and changing the Vol ID back to the original, reactivation was
required. Activation should not have been required with just
a HD change; has the number of rquired yes votes been changed
somehow? It took a half hour on the phone to get it reactivated
because I got cut off while talking to a person in India...whose
English was not very good...too frustrating. I surely miss Alex.

IIRC, the number of required votes really depends on how greatly
the checksum value has been altered versus the actual number of
devices that are involved. Changing the HD, especially when its
own ID number is very greatly different, such as in the number of
alphanumeric characters, from the other HD may be sufficient to
trip the need for activation.
