Repost about Recycle Bin icon

Recycle Bin icon on Desktop
always shows as though it has items
in it even when empty.
Tried TweakUI repair > Rebuild Icons.

Any suggestions please ?

logged in as administrator, then it would show files in the Recycle bin, but
you would not see them because you would not have access to restore them.
Try logging in as Administrator and see what you can see."

I have done this but icon still shows as though
items are still in the Recycle Bin.
Note:
When I put one item in the bin and click to empty
message reads
Are you sure you want to delete these *two* items.
There is only one item in the RB.
What is happening here?
Please help me

Try to open a command prompt and go to the recycled directory on every
drive and delete everything in there manually. Please remember that
there are also certain virusses that hide in there to avoid detection.
So make sure you have a recent scanner. And the files in there might
be hidden, read-only and might have the system attribute on them too.
So maybe you'll have to attrib to make them visible.

I did that and hidden folders in each partition named
RECYCLER appeared.
I emptied the files in each
( some would not be deleted )
The RB icon now works correctly.

What happened to my system to
do this?....

Each hidden folder contains an index file named INFO2 which keeps track of
the deleted files' original identities and attributes. Sometimes the
information in this file may get out of sync with the actaul contents of
the folder, especially if a program other than Explorer is used to move
files into or out of the Recycle Bin. In that situation the Recycle Bin
can appear to have contents even though it's actually empty, or can appear
empty when there are actually files in there.
