I think he was replying to my original posting and put it as a new post. My
original post was:

"I am trying to use the submission tool. The report is generated, but when
sending, I get an error that I need to check my proxy settings and resend. I
do not use a proxy. Updates work fine. Any ideas?"

I don't have a fix for this one. I've never been able to make this work on
a machine that fails. There can be failures due to server-end issues, I
think, but if you get back an instantaneous failure, I don't know how to
make it go.
