When I get an email from someone outside of our network and it is sent to
multiple people I try to do a reply all and it puts my email address in the
"To:". Is there anyway to turn this off or is this a bug in Outlook. I
constantly have to delete my own email address from the "To:" or it sends an
email back to me.

Doesn't seem like a bug to me. Since you were one of the original
recipients, replying to "all" logically will include you as well. At any
rate, it can't be turned off. It seems to me, some versions of Outlook
include the recipient in "Reply to All" and some don't.
