Reply - sometimes in plain text - - other times in html?

when i reply to some messages, the outgoing message box comes up in plain
text, and i cannot insert any pictures. when i reply to other e-mails, the
reply comes up in html and i can insert pictures. why the difference, and
can i reply to all messages in html (with insertion of pictures)?
 
When you reply, you are using the format the message was sent in. You can
change the format if you wish, within that message.
