I've never seen Outlook do that.

tools>options>preferences tab>email options>in the
replies and forwards section you can chose how you want
to attach, insert, do not insert the original message,
this is a global change...

Care to state what setting? As far as I can tell, there's no setting on
that tab that governs attachments on replies.

About halfway down the E-mail Options dialog:
"On replies and forwards
When replying to a message
Do not include original message text
Attach original message
Include original message text"
etc.
Craig's setting probably had been "Attach original message."

If I'm chosing to "Include original message" is there some trick which
would cause it to include only the selected text (when I was in a position
to have any text selected, that is)
I've used other programs (notably XNews, with which I'm posting this) which
uses the "R" key to imply "Reply, quoting only selected text".
As it stands I dither between including the original, cutting out the bits
which I don't want and not including the original, pasting the bits which I
do want. Neither mechanism is ideal; for me, that is.

Yeah. I realized that right after I posted my response and that's why I
deleted it. Obviously you saw it before the cancel arrived.
