Is there any setting/option that will force a reply or forward to use HTML
so that a user's cutesy signature and stationary will be used when replying
or forwarding an message that was formatted in plain or rich text?

I tend to reject mail from people who use cutesy signatures or stationery
("stationary" means "immobile").
