Replication Policy is grayed out on DFS manager

I am setting up DFS for file replication for redundancy purposes. After
creating the DFS root, the replication policy option, when you right click on
the link, is not available. (grayed out)

Did I missing something when I was creating the DFS root?

Also, do all future directories that I want to replicate have to be under
this DFS root?

2 Windows 2000 SP4 servers

Both Metaframe

One login fine, the other after entering credentials, login both via
Terminal Services and Citrix there is a 20-30 second delay, no error
messages, either on screen or in the event log. Unacceptable to clients for a
logon time.

any suggestions other than rebuilding?

Both servers are 2000 server and the one is off-site.
