Replacing File Server

I'm running Windows 2000 server. We purchased a new server for file storage. What is the best procedure for moving data from one box to the other??? (backup/restore? Copy and paste? Drag/Drop?) Will all the security settings on each folder remain intact??? The old server will remain on the network with its original name and IP address.
