Ok, I can change the background when I am logged in.

However when I (or another user) log off the desktop backgroud switch
back to standard default blue (only the login dialog with username, password entry field
and a couple of buttons are visible).

Is there a way of changing this "log off status" backgroud too?

open regedit, browse to HKU\.Default\ControlPanel\Desktop

find the value Wallpaper.

Modify this to point to your wallpaper

HKEY_USERS\.DEFAULT\ControlPanel\Desktop

find the Wallpaper value and modify it to point to the path and filename
of your wallpaper
