Im having this persistent problem in windows where I get
these CPU usage "spikes" every 20-30 seconds. They only
last for 2 seconds, but they keep repeating even if my
computer is idle. It does not coincide with network usage,
so it is purely within my computer. CSRSS.exe seems to up
its usage during the spike, and also any other program
thats running. Can someone help?

Have you checked the processes tab to see if it's just one process that is
causing the problem? NOTE: it is normal for System Idle Process to be
consistently in the high 90s.

No it is not the system idle process thats taking up usage.
And also it seems as though during the spike any program i
have open (ex: word) also goes up around 35 during the
spike. Most processes take up 1 to 5 usage, then during
the spike they go up even though im not using the program.

Do you have disk indexing or fast find turned on?

Make sure your antivirus software is up to date and run a virus scan. Also,
download, install and run Ad Aware:
